Following successful consent completion, the project has transitioned into a phase of major construction requiring specialist marine permit compliance support across UK and Dutch offshore waters.
NeuConnect commissioned CEA through competitive tender to provide construction-phase environmental compliance management. The scope required monitoring marine licence conditions, coordinating with regulatory bodies across jurisdictions, and ensuring EPC contractor (Prysmian Powerlink) operations remain compliant with all permit requirements during cable installation.
Technical delivery
CEA provides ongoing marine permit compliance support through a specialist three-person team with cable installation and construction expertise. The team includes technical specialists with decades of cable project experience and construction engineering backgrounds, enabling detailed review of EPC contractor procedures and environmental compliance documentation.
Core activities encompass maintenance of a comprehensive Permit, Licence and Commitment (PLANC) register tracking all client licence conditions and compliance requirements across jurisdictions. CEA monitors ongoing construction activities, reviews EPC contractor methodologies, and provides guidance on regulatory compliance issues as they arise.
The team maintains regular coordination with key regulatory stakeholders including Marine Management Organisation, Port of London Authority, and Natural England, acting as client representatives during stakeholder meetings and regulatory discussions. This involves attending EPC contractor-led meetings to ensure client interests remain protected while preserving contractor autonomy in direct stakeholder relationships.
Technical support includes licence variation management when EPC contractor methodologies require modification from original consented approaches. CEA provides regulatory expertise to frame methodology changes appropriately for stakeholder acceptance, drawing on established relationships with regulatory bodies to anticipate concerns and streamline approval processes.
